Capitol forays into BPO, mulls big time projects

THE Iloilo provincial government will venture in the burgeoning information technology (IT) and business processes outsourcing (BPO) sectors by developing sites for locators under the public-private partnership (PPP) scheme proposed by the Aquino administration.


The projects were presented by Iloilo provincial administrator Raul N. Banias during the infrastructure summit hosted by the Iloilo Business Club Wednesday in Amigo Terrace Hotel in Iloilo City.

Banias said the projects have been submitted to the PPP Center established by MalacaƱang for funding.

The PPP projects include the P380-million information technology park at the provincial government’s property at Brgy. Magsaysay, LaPaz, Iloilo City. The first floor of the proposed building will be used as commercial area while the remaining floors will be opened to BPO firms.

Banias said they can also opt to develop the Magsaysay site by providing elevation and power and communication lines and partner with building constructors or locators who will lease the lot.

Banias said the scheme is similar to the model of Riverside Boardwalk of Kapideco where Ayala Land Inc. is constructing a P900-million IT park.

Another PPP project is the three-storey provincial government training and student center in front of West Visayas State University in LaPaz district which formerly housed the Provincial Library. The project, which will cost P120 million will train students in various crafts, particularly information technology courses.

Banias said they are also planning to develop the provincial motorpool in Sta. Barbara town into an IT park.

The motorpool will be moved to the provincial government’s property in Pototan.

Also in the pipeline is the development of the portion of the 18-hectare Sanitarium property in Sta. Barbara.

Banias said they can donate 6-hectares of the lot to the hospital and retain the 12 hectares for development.

Banias said the projects will address the need for additional locations for BPO firms who plan to expand in Iloilo.

Another proposed PPP project of the provincial government is the P500-million Iloilo government center to be located in the provincial capitol complex which will house line government agencies sans permanent offices.

Complementary features and services will be provided, thus making public and business transactions fast and easy. The building will also be designed for commercial spaces that will cater to the needs of tenants and transacting public.
